Shipping rifle to police officer

Does anyone know if a non-ffl holder can ship a rifle to a police dept. if one of the officers is buying the rifle(GB auction for example) and what documentation is needed?

    I thought as long as you get a department letter head and a purchase order you can. But call the local ATF office and ask to make sure.

    For direct shipment to the department there needs to be a signed letter of authorization on official letterhead signed by the chief or someone designated by the chief with the needed authority. Without the official order an individual officer is just another firearms buyer and the transfer will have to go through an FFL dealer.

    Don't get caught with the pants around the ankles...send it to an FFL. State it in your auction that you only send it to FFL's.

    I would state in auction ship to FFL only unless your in the same state and face to face is legal in your state. I have sold acouple guns on here and had 2 different cops both try and get me to send rifles to them. Hell one cop tried stateing it was going to be a duty gun ( gun was a ruger 10/22 with bull pup stock). Dont know if either was realy a cop or not but only one of those two sales went throught and it was sent to a FFL.

    What Mark said. It can be done with the explicit written approval of the chief law enforcement officer.

    As an aside, such approval should be on dept letterhead, and I think it would be a good idea for the person receiving it to pick up the phone and personally verify its authenticity with the CLEO's office before proceeding.

    But I think the advise of going through an FFL here is sound, and that's what I would do.

    Let the FFL (whose job it is to transfer firearms legally) worry about legal procedures. If the FFL is satisfied that he can transfer the gun directly to the police agency, then so be it. But you shouldn't put yourself at risk that way.

    You need to understand that a law enforcement agency is not a gun shop and you cannot simply ship firearms to individual officers "In care of" their department rather than through an FFL dealer. Agencies are authorized to receive firearms shipments for their own use directly, but they cannot act as a middle man for individual officers private purchases. Lots of cops seem to think that things work this way but in reality they do not. The regulations are very clear that in order for an officer to receive a firearm through his agency the purchase must be made through the agency and on official letterhead/purchase order signed by someone with the clear authority to do so. Not following this rule is the same as shipping a firearm to someone without an FFL and that is the sort of trouble you just don't want!
