Can a FFL holder sell his personal gun collection without any paperwork?

It depends on who you talk to.
There's what the rules state, and then there's what the IOIs actually enforce.
Per the rules, if you have acquired a firearm with your license, and then logged it "out to personal collection", you may dipose of that firearm, if you've had it in your personal collection for a year, without a 4473. However, Industry Operations Investigators frown on this.
I've even had an IOI tell me that "when one is a licensee, there's no such thing as a 'private purchase or private sale'...they are all to be run through their A&D book." This is not per the rules, as written, but this person can recommend revocation of one's FFL...so what can ya do?0 -
I have a FFL, and I won't make an off-paper sale of a "private" gun. If I decide to sell it, I will book it back in from my personal collection and book it out to the purchaser, either to his FFL, or on a 4473. 0 -

He's saying he WILL do it "on paper" i.e. the form 4473...to CYA.
I don't blame him.0
