non-licensee shipping of C&R handgun

If I understand this correctly, an individual with no type of FFL can legally ship a C&R handgun (50+years old or on list in original configuration) to a C&R licensee living in one of the non-Communist states by UPS next day air. Is this so?

    Better check with UPS first. I have heard reports that UPS won't except handguns for shipment from non licensees. Last time I shipped a handgun I used FedEx with no problem. The only thing they required is that shipment was by next day priority, and they wanted to see a hardcopy of 03 license of the individual, it was being shipped to.

    You are correct, but make sure to have a copy of the receiving parties FFL in your hands (and in the box) because if you are not an FFL holder there are usually questions at the counter. Expect to see a charge of $50 minimum.

    You can also ship next day air on Fed-ex. Depending on where you're at $50 is reasonable to way too high. Here in MN, the last pistol I sold in the lower 48 cost me just under $30. I sold one to a guy in AK and that one ran $88.

    I have shipped many hand guns to C&R LIC holders from both UPS and FEDEX Locations NOT a UPS Store owned by kinko etc I have always listed the item as a Fire-arm BUT I have NEVER been asked to see the receiving persons LIC. I have done this Before and after I got my C&R LIC.

    I don't know what you mean by "non-Communist states", so I don't see how we can accurately answer your question.

    State & local laws for every state/locality are supposed to be ATF P5300.5. CA does not permit the use of a C&R for handguns < 50 years old, but most other states aren't clear. My personal philosophy is that if someone has a Federal C&R license, he should be smart enough to know the laws in his locality, & I assume that he is in compliance with his own law when he buys a C&R with his license.

    Be sure to retain proof that you notified the carrier that your package contains a firearm. For UPS, enter "firearm" in the special instructions box when you are using their terminal computer; for FEDEX, enter "firearm" in a blank area of the form, as they have no box for special instructions on the FEDEX AIR form.

    Some folks find that the clerks at some terminals are more willing to accept a firearm from a nonlicensee who enters "firearm for repair", which is what they were once told was the requirement.

    That only applies to direct shipments of handguns. C&R Long guns can be shipped to CA holders of Type 03 FFLs.

    Those same rules apply to New York State. C&R long arms are OK but C&R handguns need to go through a Type 01 FFL dealer.

    Only if the rifle or shotgun is over 50 years old. If it's less than 50 years old, it must ship to a dealer.

    You are correct that you can ship it by common carrier. You might save money by asking your local gunshop to mail it for you. One of our local shops charges $10 plus the actual postage to mail handguns.
