    According to Federal law, no. But your state/city may require it to go through a FFL holder.

    cause i know you can buy convertable cylenders to fire centerfire...... so i thought it might fall under the lines like a TC

    Its a black powder gun until you possess or install a centerfire cylinder for it.

    Yes, because it was intentionally manufactured by TC to fire conventional ammo whereas the Ruger Old Army was not. The cartridge cylinder is an aftermarket item.

    NY City, DC, New Jersey and a few other localities require it be shipped to an FFL dealer. If it includes the cartridge cylinder, NY State would also require an FFL transfer but not if it's cap & ball. However, if the buyer wants to shoot it, or has the components to do so, he would have to register it on his handgun permit.
