Is this rust?

I see this often and wonder if its rust or something than can be buffed off.

  Patina [;)] Be aware Any thing like a polish you use will also remove part of the sharpness from markings & engraving . I suggest you keep the metal wet with a rag of Kroil for at least 24 hours and then scrub with a piece of Burlap or other course cloth DO NOT USE STEEL WOOL. Use a brass pot scrubber if you need more then just Burlap.

  0000 steel wool, used gently, and saturated with WD40 is fine. Wipe down, and flush with more WD40. Then oil the gun.
