    the stacking swivel is closest to the muzzle, the sling swivel is closest to the trigger guard

    If, as I believe, you are refering to the off-set, they are off-set towards the right (bolt) side.

    Quote from Pattern 1914 and U.S. Model 1917 Rifles by Charles R. Stratton: "This was done to offset the sling somewhat to the right of center to give both physical and visual clearance for the volley sight pointer. The practice of offsetting the sling to the right continued with Model of 1917 rifles--even though they had no volley sights!"

    And, so you don't have to ask the next question: The sling swivel band is installed so that the screw passes through the band from left to right.
