    Can't begin to answer your question, but it serves as an excellent illustration of the usurpation of Amendment II's 'Shall Not Be Infringed" mandate on government.

    First of all an Illinois resident is required to have a FOID card to own a firearm. Are you an Illinois resident? If not, transfer may have to go through FFL to be legal. How old is the son or grandson? Can't pull age reguirements for FOID out out of memory at the moment.

    From the Illinois State Police site....
    quote:The Firearms Services Bureau is responsible for administering the Firearm Owner's Identification Program (FOID) and the Firearm Transfer Inquiry Program (FTIP). The FOID card is required for any resident of Illinois to possess or purchase firearms. etc.
