i heard that if you don't have a license the only way to ship a modern handgun is Fedex Overnight, is this true.

A FFL dealer may ship via US mail which is a heck of a lot cheaper than shipping UPS or FEDEX overnight. A non FFL is not allowed to mail a handgun although he can mail a longun. Might be in your best interest to find a FFL who will ship a handgun for you at a reasonable cost. I just mailed a handgun this morning priority mail with 700 insurance on it for a charge of 20.10 by the postal service.

Any time I buy a gun I make it conditional with the dealer that if I need to ship it for repair or modification, that he will send it by mail or his business UPS account. I don't know if he would do that on a resale, though.

If it is not going dealer to dealer shipping a handgun is pricey, very pricey. With both UPS and FedEx demanding shipment of handguns by air $50 to $60 is pretty much the norm. Unfortunately there is not much you can do about this besides 41's suggestion of letting a dealer ship it for you...For a fee. $20 USPS and a (say) $20 dealer service fee still puts you money ahead. I use USPS exclusively to ship my handguns and with the use of their flat rate boxes and with typical insurance fees there are not many handguns that cannot be shipped for $25 maximum shipping,
