The US Arsenal at Rock Island (RIA) never produced carbines, although they did rebuilt tens of thousands. The commercial firm known as Rock Island Inc, which is a division of Springfield Armory Inc., did produce some carbines back in the early 1980s using new receivers and as many old USGI parts as they could find. These rifles would have a serial number. I am curious where the marking R.I is found on the receiver. A few photos would be helpful.

If you cannot see the markings then how do you know it was made by Rock Island? Carbines as they came off the production line did not have adjustable rear sights, that was added during post war over hauls and often obscured the serial number on the top of the receiver. Where exactly were the words Rock Island stamped on the receiver?
