Proof of age
When selling ammo on GB, to an out of state buyer, what should I require (as an FFL holder), for proof of buyers age. Assume buyer will not provide a copy of drivers license. Are these reg's ATF, or state. THX HAWKSHAW

Birth Certificate, if the buyer doesn't have or won't provide a DL. 0 -
If he won't send you a copy of his DL then he doesn't need to be buying ammo. He has to do that where he lives. It's your gig and your rules that go to meet the federal rules. If he doesn't want to meet them then he shouldn't bid. If he knows that prior to bidding I'd say he's a scammer. Nail him to the wall!
FWIW, I think it would be hilarious if you could get him to send you a copy of his birth certificate.

The collector ammo sellers require a photocopy of the DL AND a signed statement that the buyer is under no legal restrictions to purchase/possess the ammo in their location.
When you consider some of the "local" (city & state) restrictions on certain types of cartridges (tracer, AP, incendiary, HE, etc" that are in place in various places, it only makes sense for them.

For the seller to require ID and a statement.
I have live ammo that, while legal under US and MI law, simple possetion of will get you prison time in certain cities/states (CA, NYC, Chicago and MA come to mind quickly).
API, APIT, HE (yes there were/are several countries that made rifle cal ammo that explodes), Incendiary (white phospherous loaded bullets), etc0 -
Most of the online sellers require a copy of driver's license.
I'd say any state issued ID with DOB should work too.
I've used my CCW permit for this before (and that's nice as it also convinces the seller that you're probably not a felon and allowed to have the ammo to begin with!).0 -

Airmung- Federal law that covers ALL US States requires that you be 18 to buy long gun ammo, 21 to buy handgun ammo. On a face-to-face sale, you can make a reasonable estimate of the person's age. On an internet sale, just how would you do that? Asking for ID is reasonable. I have had buyers of collector's cartridges that were goosy about sending me a xerox of the DL, due to the DL number. Fine- stick a bit of tape over the DL number- I want to see your name, address, and date of birth- and I am shipping TO that name and address. 0 -
If you consider the rules/regs that are in force on ammo sales (current or collector and anything that goes bang) in certain states, cities and municipal governments, it may be better to avoid shipping ammo out-of-state. As an FFL you are expected to know what the regs are and who you are shipping to -- for instance, if you order ammo from Midway their system will stop the order if you are in a restricted state etc (unless you hold an FFL, I seem to remember). Unless you are absolutely sure of the federal/state/local regs and age of the person, don't ship -- if it is a big sale you can always ship to an FFL and they can handle it from there, usually for a small fee.
