    The question is?

Accurate Arms does not list any loads on their website, or in their guide for it. I believe the go to powder for the most accurate, and high performance loads is H335. I use 18.5 grains of that in my 17 Fireball.

AA2200 is too slow for the 221.

I use IMR 4227 and the 40 grain Blitzking or Berger HP in a stock 700 with a laminated stock. With the Bergers and 16.3 grs it has put TEN shots in 1/2" or less on more than one occasion.

I have a Cooper in 221 FireBall. The test target was VERY accurate and the factory said the load was a 40 gr BlitzKing over 15.7 Gr of Lil'Gun. The groups are under .100. Two woodchucks today can attest to the accuracy AND the hammering that bullet and 3400fps give them...if they could talk....anymore, I mean. Very quiet. No recoil. Easy on barrel.
