From the book "Old Rifle Scopes", written by Nick Stroebel -

Between 1966 and 1981, Precise Imports Corp. of New York NY, imported a series of economy-priced Japanese scopes into the American market. All featured constantly centered reticles and were waterproof and dustproof. Later models had a choice of a Lumi-Glo post, duplex or crosswire reticle with rubber ocular safety rings and Amber-Glo filters. Wide-angle models were available starting in 1976.
