How can a firearm with a welded part be NRA GOOD?

does a weld fit under minor replacement parts?

The NRA descriptions of condition were developed many years ago, long before the invention of the digital camera. It was a good first step at standardizing condition, but also subject to some flaws.
Today, most of us rely on high quality pictures & a seller's honest statement of faults that are not obvious.
