Reply following pertains to the projectile. Remainder of the loaded cartridge does not factor in. Now..
Legal to posess? 90pct no answer. NFA DD item. Register at $200 for each round, and then there's posession..how are you (or the person selling them) going to register an existing NFA item W/O claiming posession of it?
The 10pct yes answer is if it is a dummy round, or a live-firing practice 'slug' (those are solid).
Deactivated live projectile..gray area. There must be no evidence of the crush-fuse being intact, and, I believe, the projectile must be bored through (check NFA demil requirements on DD items).
What's the cartridge headstamp? And what's the markings on the projectile?

What kind of bullet do they have in them?
I am not sure how much explosive the HE rounds have in them but if it is over the limit (cant recall right now) then it would be a DD.0 -
Under 1/4oz of HE is perfectly legal, over 1/4oz the projectle must be inerted (explosive removed) OR regestered as a DD w/tax paid 0 -
dam, its amazing how eft up my spelling gets when running on 3 days and no sleep, lol. anyway the rounds are blue & marked M55 A2 LC 34 248 and the 2 tracers are marksd TPT M 220 LC 32 299. 11 linked rounds. reason I asked about legality is because I was offered a footlocker full of military stuff from my uncle and 11 linked rounds of the stuff was among the "stuff", the rest of which is kosher, ;>)
I just knew so much $^&% has gone south on us I figured they were a no-no by now so I'll dispose of them properly. may wait on a by back program and get $50, lol0 -
Assuming your speaking of the 20x102mm, (same as on the right side of the photo), the blue tip is a solid steel TP (Target practice) round. TPT stands for Target Practice Tracer.
No possession issues with either variant.
It's only the HE (High Explosive) rounds that are restricted, and only than if they contain more than 1/4oz (109gr) of HE
