is there a reliable revolver with 4 in barrel like the S&W model 10 that can handle .38 special +P ammunition?

  Smith model 10 can safely handle .38+P. The newer ones are rated .38+P on the barrel. Here's the Smith specs.

  The older ones don't say "+P" on the barrel, but in my opinion any model 10 made in the last 30 years (if not longer) ought to perfectly safe to use with .38+P.
  
  Any .357 magnum revolver can safely handle .38+P ammo.
  
  So far as I know EVERY current manufacture .38 special revolver by every "known" manufacturer (Smith and Wesson, Ruger, Charter Arms, Taurus, etc) can safely handle +P.

  Actually, some Model 10's were made in .357 mag (a scarce variation).
  
  But, you might be happier with the slightly beefier L-frame, like the ones Dano mentioned. Or, the Model 681:
