    H&K made a few models if you're willing to go with used. They all seem to shoot real good.

    The only options I can think of would be a Kel-Tec SU-16 (A, B, or CA models) or a Saiga .223 imported by Russian American Arms.

    Volquartsen has a 223 semi auto. ShootS under an inch at 100yds. Heavy bbl,laninated stock. About 2300.

    Saiga Izhmash style .223 semi rifles are 3 to 4-inch at 100-yards (2-4 moa) in my experience and are priced in the low $300's new. They are very non-threatening appearance-wise and are Russian made sporterized version of the very reliable ak47.

    Owners of the newer Ruger mini-14's built after 2004 (the 580 serial number series) claim them to be more accurate than the earlier ones.

    I think you'll be hard pressed to find any mass produced and inexpensive semi auto rifle that is MOA (1 inch at 100 yds).

    The better quality ammo may provide you with better accuracy too.
