Win 70 lazy sight Q?

Rear sight blade is a fold down. It has an angle cut that that keeps it above or below ~45 degees. When in the up position it flops between the 90 and 45 degree position (like if you were aiming downhill the sight would flop halfway down).

How do I get it to have tension throughout its arc?

  I am pretty sure you are missing the little metal piece under the sight. You could take the sight out and have it fabricated fairly easy. I will get you a photo of what it should look like.

  Mine sight is a bit different. It is on a 70 Classic .375. Can't do pics for a couple days. It does not look like anything is missing, but I could be wrong.
  
  My sight includes the following parts:
  Base and screw
  Part that slides into base and windage screw
  Pin
  Blade
  V-notch piece, screw and nut (affixed to blade)
  
  
  I see the pin is rotating when the sight is moved, if that makes a difference.

  Sorry I should have asked if it was a pre-64 gun. You have something missing, broke or bent. Find a schematic for you sight and see if you have all the pieces. There is a little metal clip that should prvide tension against your sight to keep it from moving. That clip could be bent, and you may try removing it and reshaping it.
