cartrige value and lagalty

I just saw a 12 ga. tear gas shell. It was 1 & 7/8 in long. Remington sure shot paper hull with roll crimp. Paper wrap said Model 512 tear gas . The lake erie chemica co. Cleveland ,Ohio Lot no. 106.
I have 2 questions.
(1) Value ?
(2) Is it legal for me to buy and own?

  Depending on condition, a few $$. Legality? Depends. No Federal law (just don't mail it, try to take on an airplane, etc- THAT they have laws about!)
  
  HOWEVER- some STATES have decided that the folks that live there are such as shifty, sneaky group that there is a STATE law that prohibits possession of tear gas, mace, etc. Check your state code to see if the insanity reached YOUR lawmakers.
