    Adironduck,

    It all depends on what type of muzzleloader it is. If it is one that can transform into a cartridge rifle, then yes, it does require being transfereed to a FFL dealer. If it is like a TC Omega, Triumph, Hawken or something like that, no, but a Knight KP1, TC Encore, and some of the Rossi's, CVA's, and Traditions I believe can be changed to a center fire rifle.

    The above responses are correct. However, you did not indicate whether it is a muzzleloading longarm or a handgun.

    Both are legal to be shipped to you if they are traditional flintlocks or percussion firearms as described above. HOWEVER, if it is a handgun, it is illegal to possess it either loaded or with all of the components necessary for firing unless it is registered on a NY State handgun permit.
