There are so many variations as to what is or is not allowable by a government agency (so many that the 4th Amendment is the MOST contested and litigated Amendment) that there is no ONE SOURCE.
What state are you in and perhaps I can point you in a good direction.

There is no easy to use database on this subject. One must review the case law, begining with federal (which applies to every state), and then the constitutional law for each particular state in order to discern what the (actual) law is regarding illegal search & seizures.
The best advice is to study up on the federal 4th Am. case law first. It helps to have access to a law library, Westlaw, or Lexis (and a year of law school) to fully understand your rights. [Even lawyers don't know everything about the law. But they do know how to find it. They use a law library, Lexis, or Westlaw.]
Laws governing search & seizure are primarily case law, not codified (written) regulations. No easy answers here, sorry.0
