Can I load 38 special bullets that are .357 dia

  Generally speaking, jacketed bullets .357 diameter are used for 357 mag and 38 special. I suggest you do some reading in your reloading manual before you procede with loading ANYTHING.

  That is the right diameter for .357 and 38spl. jacketed bullets.
  Lead bullets run .358. for both.
  
  As said you need to read a good loading manual through a couple of times very close.
