Federally, if the gun qualifies as a C&R you can send straight to the license holder.

Some states restrict this... and of course, the gun must be C&R

Depends on the type of firearm, i.e. rifle or pistol. Also location of C & R. Some States and Municipalities won't allow C & R holders to receive handguns. They have to be shipped to a 01 FFL, not to a 03, which is a C & R licensee.

Well a C&R IS an FFL. There are several types of FFL's and depending on what kind you have depends on what you are allowed to do.

Technically, you could refer to State Laws & Published Ordinance - Firearms (ATF P5300.5) & look up the city, county, & state where the buyer lives. But, I doubt that you will find that helpful, as few states write straightforward regulations when it comes to firearms.

I figure that, if I have the buyer's C&R in my hands, he's an adult who has passed an investigation by ATF, & he wouldn't do anything that's illegal.

    YMMV.

A firearm that is 50 or older, complete, and in its original configuration is a C&R. And the holder of a C&R IS a FFL- as the guys said, it is an 03 C&R FFL, as opposed to an 01 Dealer FFL, an 02 Pawnshop FFL, etc. IIRC, California and Maryland do not permit an 03 C&R to recieve handguns directly- but for others, yes- that is why they went thru the bother of getting the license. You WILL find that the cost of shipping that little auto will be VERY high - you must use UPS or Fed Ex Next Day Air.
Edited to save a post- Slumlord- the O1 cannot mail to the C&R FFL- limited to Dealers and Manufacturers- the Feds left us Collectors out when they wrote that reg.

You may want to do some comparison. May be cheaper to run it through an FFL on your end and have him ship it USPS.
