    Yes, as far I know....Have done several shotgun barrels.

    Yes, You can ship any part of the gun without using a F.F.L.. The only exception were if you were sending the receiver or frame to some one who purchase that said receiver or frame. You would have to send it through a F.F.L. and the person you were sending it to would then have to pick it up from the F.F.L. There are a few more instances where you wouldn't need an F.F.L. if you were sending it back to the factory or having gunsmithing done on it.

    The only part of a firearm that the ATF considers the actual firearm is the serial numbered frame. Everything else if just parts.

    IF you are shipping any part no FFL is required.

    IF you are shipping a receiver (bare or as a partial or complete firearm) you will need to send it TO and FFL. The is no requirement to ship from and FFL.
