    Either what was mentioned above or get a set screw and drill it out.

    I'd take a careful look at that pistol just to make sure that you can install a liner. I realize that they varied in production methods over the years but my .45 CVA flintlock Kentucky pistol has the touchhole drilled on a forward slant, I would guess to clear a breechplug that goes into the barrel farther than the center of the pan. Doesn't interfere with ignition; the pistol fires just fine.
