M16 parts kit question

Apart from the receiver, what ELSE would I need to assemble the parts from this kit into a working firearm? (EG other parts, tools, headspace gauges, etc).

I know putting together a lower is a piece of cake, but how hard is it to assemble a safe and functional upper from parts?

Also, (and this is important), assuming I'm legally able to possess a semi-auto AR-15, is there any LEGAL reason I couldn't cobble this thing together? (I'm basically asking about legality of M16 parts in this context). Note that I DO NOT want to assemble a full auto or select fire gun; I just know there are some BATFE regs about M16 parts.

    These are the so called "Problem parts" for an AR-15 rifle. If you have any of these M16 parts installed in your AR-15 you are just looking for trouble:

    There is nothing especially hard about assembling an AR-15 upper. Get hold of a copy of the USMC M16 armorers manual at a gun show and with a few of the basic assembly tools you can build your upper very easily.

    YOU would need a lower receiver $90. semi auto Lower parts kit (LPK) $55 for the lower.

    that's it.
    BUT
    The FSB front site needs put onto the new barrel. I hear it's a bear and people recommend gunsmith to do it.
    I don't know.

    There is no functional reason to put a full auto trigger kit in your rifle. It doesn't accomplish anything as far as making it shoot better.If it double Taps in front of anyone the BATF could say you INTENDED to make a machine gun.

    There is no legal problem in owning any or all of the "problem" parts Mark listed.

    A clear explanation of this subject can be found in Federal Firearms Regulations Reference Guide (ATF P5300.4), page 156, 2. INFORMATION CONCERNING AR-15 TYPE RIFLES.

    What ATF recommends is that you not use any of the "problem" parts in your semi-auto AR-type rifle. If you have even ONE "problem" part in your AR, & ATF can manipulate it & make it fire full auto, then you have screwed the pooch. (Their definition of "manipulate" includes pounding with a hammer, prying with large screwdrivers, as well as welding pieces of scrap metal to the gun.)

    Actually you can freely own any or all of those parts. The trouble comes if you own those parts and an AR-15 type semi automatic rifle. If you don't own an AR then you can have a mountain of M16 parts and no one will so much as raise an eye brow.

    With the help of a friend, I used this link, to assemble my most recent lower:

    I bought a complete upper but there are step by step instructions there to assemble your upper.

    Here's mine:

    You gotta realize for $699.97 you can get a AR kit with a complete upper from any of the large AR kit manufacturers. Model 1 Sales, M&A Parts, etc. For a little more you can buy a complete rifle.

    it gets a little dicey there, but not all ar lowers will accept the auto fire group without modifications. if you don't make the modifications then they have to prove intent. my intent is to get a post ban colt upper and assemble the whole thing as a semi. like i said before, this is just for nostalgia and will be mounted in the war room.
