sometimes reloaders drop a little wax on the shell for various reasons, are you sure you dont have reloads or wax?

It appears to be an old factory loaded shotshell, and the material does not appear to be wax. Perhaps if it's wax it has accumulated a lot of grime over time, giving it the appearance of a different composition. I was wondering if factory loads were produced with some type of seal when they were manufactured years ago.

IIRC, paper hull shells had a wax type sealant on the crimp. I also believe when Federal started using plastic hulls they still used wax crimp sealant. If I remember wrong, someone will be along to correct me.[:D]
