    Publicize it on the net.
    I am guessing you are referring to the gentleman on Snipers Hide.

    is he asking for a refund or some money back?

    Naturally you have been in contact with the dealer and told him about the issue. What did he have to say?

    You received word from who - the fellow who ordered a complete gun then received a stripped receiver or a rifle with no barrel or a pistol with no internals? Which dealer is supposed to have done this, the sending FFL or the receiving FFL? A bit more specific info would be helpful.
