does anyone make a bushing that allows you to fit a small thread mauser barrel to a large thread action

  no, not enough 'meat' to do that. there are m-98's that take small ring threaded barrels (turkish m-1903, t-38)

  No there isn't a bushing made as an adapter but there are literally thousands of used barrels available which will fit your action for a relatively small amount of money.
