open synthetic stock channel?

I need to open a synthetic stock from a standard barrel so a heavy barrel can fit. Can I use a wooden dowel the same diameter as the heavy barrel with sand paper or how should I go about it?

  A barrel channel cutter works good. They cut fast. They cost about $25. A dowel and sand paper takes a long time.
  We use a mill to cut ours.

  Dowel/pvc water pipe works but takes some time. Use long strokes so you don't get an uneven cut. Probably need to clean or reset your sand paper often.
