    Dear officer Jones: Yes, it can be done! I will need the license number of your department's Federal Firearms Licensee (you know, the person responsible for incoming firearms shipments to the department). Just the first, second, and last number groups off his license is what I'll need, and I will gladly ship to the address as it appears on the license. Thanks, Mr. B. Tire.

    If you are not an FFL, then you don't need a hard-copy of the FFL..just the E-Z info for verification.

    Yes, but I don't think this can be done by an unlicensed individual, only a dealer.

    I believe that if the firearm will be used for duty use, and he has a letter from his chief authorizing the purchase on PD letterhead than it is perfectly legal to ship the gun to the Police Department.

    Every time I bought a personal gun using letterhead it was through an FFL, and the letterhead was only to waive the 10-day waiting period in Ca. I still had to fill out the DROS with the receiving FFL on every purchase I've made. Maybe the Ohio laws are different in this area I don't know, but I'd stick to the Federal laws governing the sale and ship to his FFL in order to CYA.

    If he has no FFL, he's trying to game you... or a cheapskate who doesn't want to pay the receiving dealers' fee.

    I had a Deputy from a contigous state try that on a handgun purchase a couple of years ago. Didn't work and he ended up paying $20 for his local FFL to receive the package.

    Only if a 4473 has to be filled out. The law is broken when question (four, I think), is knowingly falsified. No for agency purchase, yes, for private transfer. The straw violation occurrs when you falsify the document. No document....well, you know what I mean.

    Now, I knew of the above as you've indicated. I was hoping the OP would use my verbiage, just to see how the potential buyer would respond. Sorry for not being more clear. I'll try better next time (I think)
