I assume you are talking about the Kel-Tec PF-9 and not the older P-11. I would pass on a P-11. The PF-9 is a nice little 9mm, but so is the Ruger. Either should serve you well. I like the Ruger slightly better but the PF-9 is possibly a better buy. I'd recommend the Ruger as I feel their reliability and quality control may be better.

Never owned keltec, but many folks like them, I do own an lc9 and highly recommend it. I have 500 or so mixed 9 mm through it, never a bobble, and very accurate.
A great pocket gun.pricing in my area, average $359. To $399./ Gun show to gun store.

As much as I like Ruger guns they for whatever reason are not doing a stellar job when it comes to quality control on their semi auto pistols. Folks on a Ruger forum I go to have had sights fall off, failures to fire(light primer strikes), poor accuracy even at defense range. If you do go with an LC9 you need to run a minimum of 300 rounds through it to test for function. They did have an issue of brass shaving off in the chamber and clogging up the firing pin hole so you really need to pay attention to keep that area clean.
