Scope Adjustment

I built a sporter on a Mauser 98. I had gunsmiths do the fine work including mounting Weaver scope mounts. My scope will not adjust properly.
I need to move the site to the right but I am out of range on the adjustment; same for another scope that I mount. When I change scopes the crosshairs are pretty much in the same spot, aiming too far left. What is wrong and what can I do about it?

move the windage adjustment 10 clicks left and see what that does.

Most scopes move crosshairs 1/4 inch per click at 100 yards. You would need about 20 clicks for 5 inches at 100 yards and about 80 clicks at 25 yards. If your gun is rock solid, aim at bullseye at 25 yds and move crosshair to point of impact (bullet hole). This should be very close to exact zero at 25 yds.
