    If this is the same treaty, president clinton SIGNED IT when he was in office. It was never ratified.

    A treaty cannot override the Constitution.

    Article II, section 2, of the Constitution states that the president "shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two-thirds of the Senators present concur."

    Not likely to happen, especially since any laws affected by said treaty would need to be changed in advance. It is highly unlikely that the SCOTUS will be reversing its recent ruling vis-a-vis the Second Amendment at any time in the near future.
