Identify this tang

I am confused! I got this tang in a group of parts I bought. This looks like a Winchester 94 lower tang but it came with the tag marked Jap 99! If it is a Winchester, what model is it for? Should it be curved? Pre or post 64? Any info will be appreciated!

  it is for a win. m-94 but it is bent (should be straight)
