    I live in western NY and have 1 padlock with key marked the same way.
    Anyone know what it stands for?

    It's nothing exotic. It's just the key code, using letters instead of numbers.

    Many military padlocks from the 60s were made so you could not lock the padlock without the key inserted.In order to remove the key,you must lock the lock.This prevented some yahoo from locking you inside the magazine /bunker as long as you kept the key.Call it soldier proof!Your locks seem to be keyed in series,same key both locks.The letters may ID the keys for the locks.
