  I Goggled Garrett Arms and came up with a person and a company. Don't know which you are looking for. Try the same and take your choice.

  All I know is what I read on the internet. Garrett was one of the early importers of Italian made Sharps reproductions. They are said to be of good quality.
  
  I don't know of anybody selling paper cartridges, it is pretty much a DIY project. One alternative is the Hahn cardboard tube, but it is still up to the shooter to close one end with paper, fill with powder, then set the "ringtail" bullet in the other end.
