It is funny you post that kind of a question here instead of going to your state site that covers the answer. never rely on opinion it will get you in trouble.

Do I understand it right that if you don't buy bullets for it and shoot it somewhere then you don't need a permit for it? I'm pretty sure no shop dealer is going to let that go out their door..... That's a hanging offense for sure.

OK, so its clear that in all cases where a black powder weapon is found without any components it is not considered a firearm, but when it is to be used, that is fired, it is a firearm. That should make perfect sense to any legally insane person...so I wonder if these interpretations (see above) apply to out of state travelers. More specifically, let's say I was traveling from Florida and was staying in New York state for a two week vacation, and let's say I brought along in my car a black powder pistol with no powder, lead or primers, nothing to make it work as a firearm...then I would not be in violation of the NY state firearms laws - correct or not correct?

The second amendment is DOA Americans have lost their will for true freedom. The schools indoctrinate our children, etc...

Time for many Americans to grow a set?

That's correct. It's perfectly legal as long as you don't have the caps, powder and balls with it. You can even buy one over the counter without a permit.
