Help ID Aussie Ammo .22rf Box

Recently obtained a colorful red, white, and blue 50-rd box full of hi-vel, LR, HP, with H headstamp. That hs indicates Winchester as mfgr., but need to know if this is correct.

I am not aware that Winchester has a plant Down Under, OR, is their ammo imported in bulk and packaged down there, OR?????

There is absolutely no maker info on ANY label except the endflaps.
