Can anyone ID this

Found this in my collection of junk and have no idea what it is but appears to be cartridge of some sort. Marked on the head

T.S. "V" in a circle "A" in a circle 1915 and PE

  Artillery. In the center of the breech-block is a tiny, scaled-down breech-block.
  It houses the 'triggering charge' that sets off the main charge when the lanyard is pulled.
  When the breech is open, it is directly in front of
  the lanyard-puller (or it should be-get back to where you belong!)
  Now, the puller, while the 'hired help' is loading,
  is placing the triggering charge into the tiny breech block,
  and placing the small breech block back into the center of
  the breech..by that time, the load is finished, and he can
  lock the breech, and fire.
  Sort of a choreography, in the abstract, when the
  load is done quickly, and efficiently.
  As always, I may be off, but my gut is rumbling..

  Could it be a 45-70 line throwing cartridge? If you have a known 45-70 cartridge, put them side-by-side and compare.

  Looks like an old 45-70 blank or shot shell. But it could be the primer for an old 3" artillery shell. Artillery primers have a tube going further into the case to fire the powder from the forward back.
  But truly my gut says 45-70.
  A clearer picture of the head would be nice.

  I will try to get a better pic but doesnt really look like any primer I have ever seen.
