    Look at the MSP (Michigan State Police) Paddle Holsters made by Kramer Leather. They fit well & are secure with belt loops & a welt to hold it tight when you draw the weapon. I carried a Sig 228 in one for several years & it was very good for duty use. Kramer can also make the holster with whatever tilt you need.

    I carry a G-19 in a Safariland paddle every day, and it does ride higher than what I used with a Sam Browne. The MSP holster sounds like it'll fit your needs, but if it has belt loops it won't be any different to remove than a belt slide like a Bianchi black widow.

    Call or e-mail any of the manufacturers with your concerns, most will aork with you to make a holster that fits you as well as your carry gun. (They can get pricy when you go semi-custom, though, so don't be suprised if the cost doubles or even more over regular retail)
