That notch toward the breach end looks like the one on the Ruger 10-22 rifle. With a barrel that short and threaded likely would be for a Class 3 Short Barreled Rifle, equipped with a suppressor. If it is, might be worth some bucks?

EDIT #1, If it is for a 10-22, and you have one at home? I would get rid of the barrel Pronto. The feds take a dim view of folks having short barrel rifle barrels in their possession with out the proper tax stamp for it. It could turn out to be way more trouble for you, then it's worth.

The name escapes me at the moment, but could it be a barrel for the Ruger pistol based on the 10/22 action?

It looks like a barrel for the Ruger Charger that is set up for a suppressor.
It is legal as long as it is not put on a rifle reciever.

It is set up for a Ruger 10-22 type action. That is the same action that is used on the Charger. IMHO, that barrel was used for a SBR application, especially since it was threaded for a muzzle device.
