What you have there is known as an interesting object. Lol! All kidding aside, I have seen one of these before in my childhood but didn't know what it was then either. My best guess is an antique door handle and lock system possibly an antique jail cell door handle. Possibly victorian-old west. You need to find a blacksmith as they might know exactly what this object is.

Pendulems for grandfather- style clock movements. Some of them were adjustable for timing purposes

Don't think so. Pendulums were/are not made out of cast iron, and they are adjusted by raising or lowering the disc.
