CA DOJ
I have been on-board with the CA-DOJ for some time, and have a request to ship a DPMS 5.56, 30 round mag, collapsible stock, and flash suppressor, to CA. How do I find the reg's for CA guns? What's legal, and what is not. THX HAWKSHAW

A DPMS AR type rifle can be shipped to Calif but must have a bullet button mag release installed prior, and must go thru an 01 FFL. A 30 rd mag cannot be shipped to Cal except to a licensed Hi-Cap mag dealer or a law enforcement agency.

Contacting CA DOJ or visiting the website is helpful, I would suggest visiting the Calguns website also. Like CA law the answer can be complicated. The DOJ website is a bit mosleading because it still speaks of banning "series" of weapons such as AK & AR - that is no longer accurate.
CA bans certain ARs by name as AWs, CA also bans ARs "by configuration" and by that we mean an AR is not allowed to have certain features while retaining "detachable magazine" status.
The DPMS AR "Panther" is specifically banned in CA. If DPMS makes an AR without the "Panther" name then you're fine - unless the receiving FFL mistakenly views all DPMS as "Panther".
The 30 round magazine can not be brought into CA as is, but it can be brought in as a "magazine kit" - a magazine kit is nothing more than a disassembled magazine and they are used to rebuild or repair legally owned hi caps.
A flash hider on a centerfire AR with a detach magazine is a no go.
So the gun "as is can not be shipped to CA. Just an observation, but were I shipping I would consider one of the following.
Separate the upper from the lower and disassemble the magazine, mail the upper & mag kit directly to the buyer. Mail only the lower directly to the FFL as is. You need not replace the magazine release with a "Bullet Button" because the AW non-detach magazine requirement applies to centerfire configuration only, this lower could be configured with a 22 lr upper. AR lowers are sold in CA with no Bullet Button, no upper attached. I have a Stag lower with CMMG upper, it drops 22 lr magazines using the conventional mag release and is in every way a "conventional" AR lower.
The other way is to have the buyer send you a "Bullet Button" - will cost him about $20.00, then send the gun with the "non detachable magazine" feature whole to the FFL. I wouldn't send the mag kit to the FFL, I'd send it to the buyer.
I would add that it's the buyer's responsibility to ensure his FFL will accept the rifle. It's happening less and less but some FFLs still take the "AR = BANNED" approach and if the lower reads DPMS (even without Panther) they could balk. I think that's the buyer's issue to address.
