    Two reasons that I can see.

    Cheaper to make and less precision required if rivet holes left out. If rivet holes aren't in exact alignment with required internal parts when the flats are bent, holes are NFG and useless.

    Skill and experience are required when riveting sheet metal. The sellers don't want to be responsible if some back yard bozo screws up one of their parts kits. They sell the parts kits under the guise of it being made into a inoperative decorator. If bozo wants to make it into a operable firearm, let him worry about the rivet.

    If it's the same as the PPSH41, the only notch should be in the barrel, in front of the flange, for the cross pin.

    Yes, "cross pin" describes it better than rivet[:D] Mine has a roll pin driven in, not a rivet. Rufe-snow is right, novice builders beware. Either leave it out or make dead accurate measuring before drilling. Kinda' like drawing for a Straight when all you have is the middle card[:p]
