Problem is that most of the modern small light autos use either double-action only, or a Glock-like striker action (which basically amounts to the same thing). If you're willing to go to a double-action trigger system the number of choices in small auto pistols goes up considerably.
Given your criteria, the old Colt Mustang and its modern remake, the SIG 238, will both work. They're in .380.
Kimber solo carry in 9mm luger meets the criteria when empty, though I think *loaded* it exceeds 18oz by a small amount.
SCCY-CPX in 9mm luger has an external manual safety, though it also has a double-action only trigger system (making the external safety redundant, IMO). But its uncer 18oz and meets your size criteria.
Taurus PT-138 in .380 weighs 18.7 ounces, but I think otherwise fits the criteria. If you can go up to 20oz and 6", Taurus makes a similar model in .45ACP!.

I agree with beantownshootah (BTS) regarding the Colt Mustang (the standard model without extended grip) in either steel or alloy frame. I like the weightier steel frame version for for mitigating recoil. The gun is out of production now, but can be had if you look. I like this gun very much. It's predecessor, the Colt Government Model .380 is only slightly larger and is also a great gun. Both guns are single-action, which I prefer. I have both. Mine have never failed to chamber a round or failed to fire and I have had no work done on them.
I have no experience with the Sig 238 that BTS mentioned.0 -
