OK dumb question. Is a .243 considered short action, or long?

  It's not a dumb question.
  
  It is a short action cartridge. The overall loaded length is 2.8" which is a generalized standard for most short action cartridges. There are exceptions of course, like the .22-250.

  The 7mm Mauser and 8mm Mauser were considered to be intermediate length cartridges for a time and the .30-06, etc. are considered to be long action cartridges at 3.340" and 3.600" magazine length.
