Star Model B - is this a problem?

Just got a Russian-captured (& refinished) 9mm from AIM Surplus. Field stripped it to clean & oil, & saw that the frame rail was cut. It had to be done after refinishing, as I can see bare metal in the cut. Is this cause to return the gun?

  Agree with Bill. Not damage, they were made that way.
