Savage 29A pump firing sequence is odd

I just bought a really nice shape Savage 29A but the firing sequence seems odd.

Normal pump rifles would fire in this manner:

Turn safety off, shoot, pump new round in chamber, shoot and so on.

This 29A fires like this:

Turn safety off, shoot, rack out spent cartridge, turn safety on, close bolt, turn safety off, shoot, rack out spent cartridge, turn safety on, close bolt, turn safety off, shoot and continue in this manner.

Is this normal for Savage 29A rifles or is something messed up with mine? If I try to fire as normal it shoot 2 rounds then jams.

Any input is appreciated.

    Rifle messed up and they are a bear to work on and get to operate correctly.

    Its a shame because it's a nice looking 22. I paid $150 for it which didn't seem too much for an old plinker, nice finish, checkered wood, classic look to it. But its also missing the front sight that's dovetailed into the barrel. I see Numrich Arms sells them for $14.

    I took the receiver insides apart hoping a good oiling would help but not the case. I'll look into it a bit more.
