    Form 3 is used for the tax free transfer of NFA firearms between licenses only, if the firearm is coming from a non licensee then the dealer needs to use a Form 4 to receive the firearm. Form 4 has an area (line 5) for the dealer to list his FFL number and also specifically exempts SOTs from the applicant certification and LEO sign off (on the reverse of the form).

    I have no idea of the history or the circumstances but if your dealer had NFA firearms transfered to him from non licensees using a form 3 then this was done out of policy and I would not advertise it to the BATFE!

    Yes, it is not the application forms the ATF wants, it's the $200. This will be a $400 transaction total. The tax to get it transferred to your state, and the tax to get it transferred to you.

    Form 4 from your dealer to you $200

    Your dealer is wrong and ignorant of NFA laws.
