IMHO, a shortened magazine tube that just protrudes past the tip of the forearm.

Are they shortened just for looks and only on certain models?

Far as I know they were special order/optional, for looks only. Back in the time, if you were willing to pay extra, the sky was the limit as far as Winchester was concerned.
